The paramedics who arrived on site to take McLaughlin to the hospital later said that without the heroic intervention of De Alba and Norling, McLaughlin would not be here today. At the time, McLaughlin was unresponsive to commands and unable to breathe on his own.īy performing chest compressions, brother De Alba was able to get circulation to McLaughlin’s brain at a time when every second is crucial for survival and recovery. Next, using the skills and training he received from the Chicagoland Laborers’ Training Fund’s First-Aid class, and with Norling’s help, De Alba laid McLaughlin on his back and began performing chest compressions. Then he instructed UBC Local 272 member John Norling to signal for a coworker outside the cramped mechanical room they were in to call 911. This prompted brother De Alba into immediate action.įirst, De Alba sought to clear McLaughlin from any more exposure to the wires. Earlier this year on August 17 th, while working on a jobsite for Lyons & Pinner Electric in Chicago, IBEW Local 134 member Kevin McLaughlin was electrocuted by exposed cables. Nobody knows this better than Cesar De Alba, a 28 year member of LIUNA Local 2 in Brookfield, Illinois. The work of a Laborer is difficult and dangerous at times it can even be life threatening.
